Public Domain Ontology Modeling - Design, Implementation, and Establishment of Public FDE

Understanding systems, connecting field and technology, and delivering public services to citizens. In the practice of civic tech, merely using administrative data or creating digital tools does not lead to public services that are continuously used in the field. The public domain contains numerous concepts and relationships, including residents, users, systems, applications, projects, budgets, organizations, powers, and judgments. Even the same words can have different meanings depending on administrative agencies, regions, or departments, and there can be discrepancies between legal definitions and practical applications. It is one of the important practices in civic tech for administrative staff, engineers, designers, DX promoters, and local practitioners to collaboratively interpret this complexity and connect it to the design and implementation of better public services. This event will explore how to understand the systems, operations, data, powers, and decision-making of the public domain under the theme of "Public FDE" and connect that understanding to the implementation and establishment of AI and products. We will welcome Mr. Katsuki Kitazawa, former Palantir FDE and Chief Technology Officer and Head of Integrated Technology at Space Data, and Mr. Masakatsu Sugii, Expert at GovTech Tokyo, to delve into the practice of connecting administrative sites with technology. ■ Civic Tech and Public FDE In civic tech, diverse stakeholders, including citizens, regions, administrations, private companies, and technologists, collaborate starting from the challenges faced by citizens and localities. On the other hand, in public domain projects, understanding the administrative-specific structures of systems, operations, organizations, powers, budgets, procurement, and data is essential; even with brilliant ideas and technologies, implementation and establishment may not progress without this understanding. FDE (Forward Deployed Engineer) does not simply create blueprints and prototypes; instead, it links field understanding, problem discovery, implementation, introduction, operation, and improvement to create a state where it is continuously used in the field. Since 2023, he has been at GovTech Tokyo, responsible for agile promotion, cloud utilization, and supporting local government DX in island regions. Currently, he is promoting product development aimed at solving administrative challenges and its cross-jurisdictional deployment. Mr. Katsuki Kitazawa Chief Technology Officer and Head of Integrated Technology, Space Data He has been responsible for crisis management administration and technical policy on supercomputers and meteorological satellites at the Japan Meteorological Agency. After promoting AI and data utilization at SOMPO Holdings, he participated in establishing the Japan branch of Palantir Technologies, leading public projects in defense and disaster prevention.
